At the December 31, 2014 meeting of the Clark County Commissioners, the commissioners approved the temporary appropriations for 2015.  The final budget will be adopted on January 21, 2015 at the regularly scheduled meeting.

In preparation for the New Year, the commissioners approved and amended several contracts that will affect county services for 2015.  The following contracts were amended to extend the current contract’s expiration dates with additional funds covering the added time.

First, they amended the contract with Marie’s House of Hope by $46,500 for a total of $76,000.  Marie’s House of Hope provides Foster Care/Residential Placements for children under the county’s care.  The contract is effective from July 16, 2014 through June 30, 2015.

Second, they amended the contract with Wellspring by $5000 to extend the end date through June 30, 2015 for the FAST Program.  FAST is a collaborative program between school and families designed to increase the self-esteem and improve school performance of at-risk elementary school children.  The FAST program teaches good parenting skills and reinforces the social support system between a child’s parent and school.

Third, they amended the contract with Interfaith Hospitality Network to extend the contract date through June 30, 2015 for $75,000.  The contract now totals $225,000.  Interfaith Hospitality Network is a Christian based organization that helps the homeless in Springfield and Clark County.

Fourth, they amended the contract with Peterson Construction Company by reducing the contract by $8852.  The reduction was the result of a deduction of some line items within the contract.  The new total is $6,655,053.

Last, they amended the contract with Securus Technologies to implement Inmate Debit.  The program is a prepaid inmate-owned debit account that is used to pay for inmate telephone calls.  According to John Detrick, Commissioner, “the program helps to recoup some of the jail cost.”  The rate for the inmates is $2.75 for the account and 25 cents per minute for local and interstate calls permitted by the FCC.  The program netted $82,869 in 2014.

The commissioners authorized the following new contracts.  First, they authorized a contract with Community Improvement Corporation of Springfield-Clark County for $87,045 to develop and operate a Workforce Development Employer Services Program for Adult and Dislocated Workers.  The program help adults and laid-off workers upgrade their skills, and find and retain employment.

In addition, they authorized a contract with Travel Specialists, Inc to transport Medicaid clients for employment or social service purposes for $2,100,649 for the period January 1, 2015 through December 31, 2016.  

In order to cover law enforcement services with the City of New Carlisle and Bethel Township, they amended the contract date for New Carlisle through January 31, 2015 for an additional amount of $28,992.13.  The law enforcement contract with Bethel Township extends from January 1, 2015 through December 31, 2015 for $85,842.85.

In addition, they authorized dispatch services for German, Madison, Moorefield, Springfield, Pike, Bethel and Pleasant Townships to run from January 1, 2015 through December 31, 2015.

In other business, the commissioners accepted a grant with Ohio Emergency Management Agency (EMA) for $90,834 for expenses involved in the maintenance and improvement of the county EMA program.  The funds were effective October 13, 2013 and extend through June 30, 2015.

They also authorized the purchase of Software and Hardware for a Digital Remittance Processing Solution from F&E Payment Pros for $24,395.

Moreover, they appointed Andrew Elder and Steve Oxner to the Clark County Flood Plain Appeals Board for terms running from December 17, 2014 through March 31, 2017.  Clark County Flood Appeals Board hears and decides appeals where the plaintiff alleges there is an error in any order, requirement, decision or determination made by the Floodplain Administrator.  They also authorize variances of the flood plain regulations.  The Appeals Board consists of an attorney, registered architect, professional engineer, representative of the construction industry, and a member of the public at large.

The next regular meeting of the Clark County Commissioner will be on January 7, 2015 at the Springview Government Center at 6:00 p.m.
