At the March 21, 2018 meeting of the Clark County Commissioners, the commissioners authorized two contracts for the Sheriff’s Department. They authorized contracts with the Fraternal Order of Police, Ohio Labor Council, Inc. with the Sheriff’s Office effective January 1, 2018 through December 31, 2020. They authorized a contract with these groups who represent the Command Officers of the Clark County Sheriff’s Office and the Nurses. According to County Administrator Jennifer Hutchinson, “We still have one contract pending with the dispatchers.”
For the Utilities Department, the commissioners approved a contract with Clearspan Fabric Structures International, Inc for $130,388 to provide covered sludge storage from March 21, 2018 through December 1, 2018.
For the Department of Job and Family Services (DJFS), the commissioners modified the contract with Interfaith Hospitality Network of Springfield to change from unit rate to a direct cost reimbursement plan. The change goes into effect April 1, 2018 and is in effect through the end of the contract on June 30, 2019.
In regular business, the commissioners acknowledged the receipt of an Expedited Type 2 Annexation Petition of 23.330 acres in German Township to the City of Springfield.
They also affixed their signatures on the replat of lots 1 and14 of the Tecumseh Heights Subdivision. According to Alan Neimayer, this is the location of the proposed Dollar General Store at the corner of US 40 and Tecumseh Road. Neimayer said, “The project is moving forward. The contaminated soil has been removed and Bob Gage is continuing to test the water. So far everything is in compliance.”
They also reappointed Jim Lyons as Clark County Apiary Inspected at the rate of $14.00 per hour plus mileage.
Commissioner Richard Lohnes announced that the boilers are back up and running in the jail. He said, “Two parts are still needed to completely repair the hot water heaters but these are expected soon.”
Commissioner Melanie Flax-Wilt said, “We need to get things fixed for the prisoners. We are responsible for them.”
However, Lohnes pointed out “some of the prisoners are causing some of the maintenance issues. They are breaking out windows, jamming plastic ware in the faucets causing them to run constantly and other issues.”
Lohnes also announced that the county has experienced a 12.5% loss in sales tax revenue as a direct result of the loss of the Medicaid tax. In addition, he announced that the county has experienced a population decline; however, that decline has slowed.
The next meeting of the Clark County Commissioners is scheduled for April 4, 2018 at 8:30 a.m. in the Commissioners Conference Room at 50 E Columbia Street.
